(Except by one who has been wronged), the oppressed is the only one who is permitted to utter offensive words publicly, to invoke Allah's wrath upon the oppressor, to speaks publicly of his injustice, or to respond to his oppressor with the same insults if any were directed at him. Ibn Juzay: 1/216.
Question: When is uttering offensive words in public permitted?
This indicates that Allah loves good words such as Thikr and kind gentle words. Al-Saadi: 212.
Question: In light of this verse, how do we know that Allah loves good words?
Allah permits for the oppressed to utter offensive words in public to clear his anger so he does not revert to using his sword or hands. Ibn Ashur: 6/6.
Question: Islamic Sharia advocates inflicting the lesser of the two evils. Explain in light of this verse.
This is an encouragement to do good deeds in public and in private, and to forgive an offense after retaliation is permitted because pardoning is more likable to Allah than retaliation, and He affirmed this by describing Himself as Ever-Pardoning and Most Capable. Ibn Juzay: 1/216.
Question: Pardoning and retaliation: which one is permitted? Which one is more likable to Allah?
(Or pardon an offense) means that you pardon someone who mistreated you physically, financially, or by impugning your honor, and you forgive him because the reward is commensurate with the type of deed. If a person forgives for the sake of Allah, Allah will forgive him; if he shows kindness, Allah will be kind to him. In this verse, a guidance to learn the meanings of the Names and Attributes of Allah, and the fact that creation and command commence from them. Therefore, the rulings are reasoned by His Holy Names as it is clear in this verse. Al-Saadi: 212.
Question: The rulings in the Quran are mostly reasoned by Allah's Holy Names. Why?
Allah threatens the disbelievers in Him and in His Messengers from among Jews and Christians, who make a distinction between Allah and His Messengers. They believe in some Prophets and reject others, following their whims, desires and the practices of their forefathers. They do not follow any proof for such distinction, because there is no such proof. Rather, they follow their whims and prejudices. Ibn Kathir: 1/541.
Question: This verse makes clear the ruling on whoever claims that he believes in Allah but not in His Messengers or some of them. Explain.
Allah's Messengers cannot answer their people's requests for miracles, but miracles come by the will of Allah when His Messengers were challenged. If Allah answered every request for a miracle, His Messengers would be like magicians responding to people's requests at public and private gatherings, which is demeaning to the status of Prophethood. Ibn Ashur: 6/14.
Question: This verse is a consolation to the Prophet (ﷺ). Explain.
