Whoever knew the nearness of the Hour (Day of Resurrection), his hopes would be curtailed, his soul would be content with repentance, and he would not incline toward this worldly life. To him, the past would seem as if it did not happen, every awaited event is near, thus, death is near. The death of a man is facing his Hour. The Hour is near, in comparison to what has passed of time, the time left of this worldly life is indeed less than what already gone. Al-Qurtubi: 14/171.
Question: Allah reminds us of the nearness of the Hour. Why? How does that affect the believer?

(With their hearts distracted), heedless. These people, described in the Quran, would listen to it with absent minds and inattentive hearts. They would neither reflect on its wisdom, nor would they think about its arguments that Allah revealed against them. Al-Tabari: 18/410.

We are only instructed to ask them because they are obliged to teach and answer questions about what they know. Al-Saadi: 519.

Since we are specifically instructed to ask those who have knowledge, it implies that it is not allowed to ask questions of those who are known to be ignorant and to have no knowledge, and it is prohibited for one who has no knowledge to give answers. Al-Saadi: 519.

(So ask): There is a consensus among scholars that this instruction is directed to the public Muslim community, and that they should follow their scholars. Al-Qurtubi: 14/179.

(In which is your mention), your honor, pride, and lofty status if you pay heed to what it contains of true narrations, then believe in it, comply with what it enjoins and avoid what it forbids. Then you will rise in status and become significant. Al-Saadi: 519.

The word, (Book), is an indefinite form that indicates veneration of the Quran since it has two great attributes: A book of guidance, and being a sign and a miracle of the Messenger (ﷺ), which no one can produce the like of it, or come close to that. Ibn Ashur: 17/22.
