Meaning: If war starts, such people are the most coward, but during peaceful times, they are the most boastful among people. Ibn Kathir: 2/363.
Question: What is the difference between a believer and a hypocrite at the times of war and peace?

(As long as they are sincere to Allah and His Messenger), they are sincere in their intention and love for Allah and His Messenger (ﷺ). Ibn Taimyah: 3/437.
Question: What is meant by: (as long as they are sincere to Allah and His Messenger)?

(As long as they are sincere to Allah), they are sincere in their words and actions, even if they could not go forth in Jihad. (There is no blame on those who do good), Allah described them as those who do good because they were sincere to Him and His Messenger (ﷺ). He spared them punishment, censure and blame. Ibn Juzay: 1/367.
Question: What is reason for describing the weak, the sick, and poor as (those who do good), despite the fact that they did not fight nor spent anything?

(And Allah is All-Forgiving, Most Merciful) indicates that Man has inherent weakness and shortcomings despite his efforts, and hence Allah's forgiveness is most suitable for him. Al-Biqai: 3/374.
Question: What is wisdom behind concluding this verse with: (All-Forgiving), and (Most Merciful)?

There is no blame on these people, and since there is no blame on them, the matter reverts to the original principle, which is that whoever intends good, accompanied by a firm resolve in the sense that he tries to do whatever he can, but is not able to achieve that, is regarded as being like the one who did it completely and achieved results. Al-Saadi: 348.
Question: In light of this verse, what is importance of sincere intention?

They were seven individuals called "the weepers." They came to Allah's Messenger (ﷺ) and said: "Allah enjoined us to go forth with you, so give us a ride." The Prophet (ﷺ) replied, as the verse states, (I can find no mounts for you), so they went back weeping. Al-Baghawi: 2/315.
Question: We have seen, presently, some who weep over a lost match by their sports team, a lost desire or a missed worldly gain. What did the Companions (j) weep for?

(They do not know), they do not have the right knowledge, and that is why they were ignorant of the benefits of Jihad in this life and the Hereafter; therefore, they were content with which no wise person would be. This is more forceful description than what was stated earlier, (they do not understand). Al-Biqai: 3/375.
Question: What is wisdom behind concluding this verse with describing them as : (They do not know), and earlier as: (they do not understand)?
